Since you're turning 16 I don't think you have to do anything too luxurious so pizza and cool music will pretty much do, as long as you and your friends find fun things to do.....but goodluck at your party!!
Our local dollar store has really cute quality decorations and serving pieces that I would not feed ashamed of buying. You could easily spend only $25 and get super cute napkins, tiki decorations, plates etc. The food could be simple BBQ stuff with chips and drinks. You will have a lot of fun!
