By the days rules Hagler would have had to jump from middleweight right past supermiddleweight to lightheavyweight to do that.
Hagler was only 5'9.5'' while Spinks was 6'2.5'' but both had about the same reach.
Hagler was tough but he would not be considered as tough in lightheavyweght. The more you go up in weight the tougher the opponents are, Spinks would have been longer and faster but he would also be as tough if not tougher than the smaller Marvin.

Marvin Hagler stated he was a middleweight. He had no interest in moving up. Michael Spinks would have been too big. Hagler was a very wise man. Hagler is top 5 at middleweight. Spinks in 1985 moved up too heavyweight. Hagler did the right thing.
Hagler was a natural middle weight, he did not cut a lot of weight for fights, his walk around weight was very close to 160 pounds.
If he were to go up in weight class he would have been giving away a lot of weight.
Comfortable at middleweight where he had big fight options against Leonard, hearns and Duran.
He was waiting and waiting for Ray Leonard as there was massive public demand for that fight, and way way more money in it for him.
He prefered to fight blown up welterweights
He is pulling a "Floyd" move.

Hagler with that incredible chin and toughness and ring savvy
