Definitely Mexico. Mexico has produced more multi-division world champions and types who reigned and lasted longer than the Brits and perhaps other countries in the world except for USA and the Philippines.
I give Mexico the edge because of JCC, Ricardo Lopez and Salvador Sanchez. Three of these men IMO are greater P4P than the most of these British Boxers.
