Manny Pacquiao was an unknown Asian who fought in the US and make a name for himself. Floyd Mayweather Jr. was an American who was well known to Americans. There will be some people who won't recognize Manny's achievement the same way the can hardly accept Golovkin. They were all for American fighters and ignored others. Lower division in boxing is the most underrated weight class in the sport and that is where Manny Pacquiao started making a name. The importance of his fight was bound to down played not just for being an Asian but also for fighting on the lower weight classes. Look at him beating Marco Antonio Barrera when Marco was the #1P4P. He likewise beat Lehlohonolo Ledwaba at a very short notice of two weeks as a replacement opponent and that is where he started his steps to the stairs of greatness. Ledwaba was a new hope in that division and Manny was chosen to loss but unfortunately, it was Pacquiao's destiny to beat him and beat him silly.

No matter what is done for Manny to be recognize and appreciated, it is the presence of Floyd Mayweather jr as his competitor and rival that will always be the reason why it won't happen. Floyd's opponents after coming out of retirement were all product of media hyping while Manny was still fighting opponent who can beat him. Consider his loss to Timothy Bradley and JMM. His fight against Brandon Rios was being criticize after they forgot that Brandon won against Alvarado in a brutal fashion. Manny fought fighters that Floyd won't even considered fighting like Margarito and Cotto (before losing to Pacqiuao). No matter what, Manny being from other part of the world will never be recognize just like what is happening to fighters like Golovkin.

Floyd has fought the better competition and you don't see Pac fighting a guy like Canelo and he'd probably use an even lower catch weight. He rematched too much and fought the guys floyd fought after. Bottom line Floyds fought better.
