Boxing skills it is Mayweather hands down. Vitali's technique relies solely on his size, power, and reach. He kept most opponents at the end of a stiff jab and pot shotted them. Mayweather relies on movement, angles, and counter punching. His accuracy and ability to avoid getting hit is better. Based on Power, obviously Klitschko has a higher KO % and hits harder. Careerwise, you can't really compare the two. Klitschko has been at heavyweight his whole career (which is not a knock) so he has fought a less diverse group of fighters than Mayweather has faced throughout his career. It is a bit of apples to oranges even though they are both boxers.
