I don't think so. Mayweather is still considered as a small welterweight even if he is consistently making the 147 lbs.limit at weigh in because he rarely weighs much more at fight time. That means, his real optimum, comfortable effective fighting weight just hovers between 146-150 lbs. Reducing to 143 lbs. even at weigh in therefore would weaken him and make him vulnerable against Matthysse who would be stronger at fight time as usual because the Argentine is used to fighting above 140 lbs after meeting the junior welterweight limit.
I don't think Mayweather would agree to a catch weight fight at 143 lbs. but instead would challenge Matthysse to fight him at 147 lbs. with or without the welterweight title on the line as Pacquiao asked Marquez in their last two fights.
Mayweather calls the shots in his fights and would not agree to those terms. If he did, he would just do what he did with Marquez. Pay a fine and show up above the catchweight.
Lucas Matthysse would be much more willing to go all the way to 147 lbs since it would be the biggest fight of his career and his biggest pay day. He could make 147 a lot easier than Floyd could make 143.

he can enter the ring 2 pounds heavier anyway and pay the fine
floyd could make 143 with ease most fighters lose around 20 pounds from their walking around weight floyd loses about 5/7 pounds .
anyway i don't think weight matters at all in this fight they could both be 140,147 and the fight would be the same .
what makes this fight interesting is that floyd would be able to control lucas as he does every fighter but lucas has that special punch power that could end it at any time . floyd points win
Floyd still wins. Matthysse is no threat.
