I can guarantee you that if the situations were reversed --Pacquiao is the champ and the WBC makes someone other than Mayweather the mandatory-- Pacquiao would not fight that person unless Bob Arum tells him to.

I don't like what boxing has become but, at any given point in the last 40 years, the sport goes in the direction of the marketable fighters. In this case, Mayweather is more marketable than any three fighters in the sport. This includes Pacquiao and all the belts you can put together.

This fight can happen if Pacquiao can convince Bob Arum to step aside. His ego is what stands in the way. I realize he's under contract with Arum but his blind loyalty is what lead to this in the first place.
