The most controversial will likely be Oscar being above Pernell but while Pernell did great at 147lbs he didn't do better than Oscar, who has more defenses of the 147lbs WBC than he did.



Duran above Pacman because his 147lbs win over Leonard is bigger than all of Pacmans wins at 147lbs. Pryor is the lowest because he never won a world title at welterweight.



#5 down [Mayweather to Pryor] could be replaced with other great welterweights whicn include; Jose Napoles, Emile Griffith, Mickey Walker, Kid Gavilan & Barney Ross.



This list is only for welterweights, on a p4p list Robinson & Armstrong would still dominate but Pacquiao, Whitaker & especially Duran would rank higher.



Robinson, Armstrong & Duran are the strongest p4p fighters on the list.

Sugar Ray Robinson---greatest welterweight ever

Sugar Ray Leonard----next boxer closest to the greatness of the original Sugar.

Henry Armstrong-------attained ATG stature by dominating the welterweights and nearly winning the middleweight title in his prime.

Felix Trinidad---dominated the welters with record title defenses, never beaten at 147.

Floyd Mayweather Jr.--is onto his second reign at 147 lbs. and has yet to be beaten. He could have been the unified WBA/WBC champion had he accepted the WBA sanction of his fights with Mosley and Guerrero.

Oscar de la Hoya---proved to be a very worthy, capable champion as he had been from 130, 135 and 140 lbs. Made many defenses and fought the best there were in the division including Whitaker, Trinidad, Quartey, Mosley.

Roberto Duran---among the greatest welterweights in history with signal wins over Carlos Palomino and SRL but his reign was very brief, losing back the title to SRL in the infamous no mas bout,

Thomas Hearns---among the greatest, most powerful 147 pounder in history but did not stay long enough in the division, his memorable bouts being against Pipino Cuevas and SRL.

Pernell Whitaker---among the most capable champions of the division but his most memorable bouts were just against Julio Cesar Chavez, a junior welterweight which ended in a controversial draw and ODLH which he lost.

Manny Pacquiao----won only the WBO belt over Miguel Cotto and made a few defenses against WBO contenders Clottey,Mosley and Marquez but lost title controversially to Tim Bradley and went down in KO defeat to Marquez in 2012. Has came back by winning the WBO international belt over blownup lightweight Brandon Rios.

Aaron Pryor---Never fought at 147 lbs. in his best prime. Suffered his first loss in comeback at welter by KO to a fringe contender.
