what you are thinking of is a product called Synthol. its not a steroid but its an oil that some bodybuilders inject straight into the muscle that makes it swell up like a balloon. it looks ridiculous and is damaging to the muscle fascia. when you see pictures online of these skinny guys with huge cartoon biceps its because they have used synthol. google Greg valentino to see what a synthol using moron looks like.
