NOBODY! He lost to alvarado by quite a wide margin. In that fight it showed how 1 dimensional he was. The reason why he was chosen was because pacquiao is a fraud. He should of chosen Alvarado THE WINNER!. After all he is one of the "best p4pers" of this time.. He chooses whatever is easy to him to make it look like hes an atg... Don't believe in paccquiao's career its all a bunch of lies.. This wasn't the first time he got a fighter coming off losses.
Brandon Rios doesn't have to beat anyone to earn a fight with Manny Pacquiao. When you lose a fight the way Pacquiao lost his last fight to Marquez, you have to rebuild your career. That said, this fight benefits Manny just as much as it does Brandon.
One could also argue that it is Manny who is "earning" a fight with Brandon. Do you think a Pacquiao vs Mayweather fight would sell if Manny went right for Mayweather just after the loss to Marquez? You'd be hard pressed to find anyone who thinks Pacquiao has a chance.

Because of the level at which he grew accustomed to fighting, it is Pacquiao, not Rios, who has everything to lose. Given that, it is Pacquiao who is fighting for the right to regain his lost status. He is fighting for the right to be viewed as THE Manny Pacquiao we once knew. He has to get past Brandon Rios (which is no easy feat), to do this.

If Pacquiao has ANY chance of ever sharing a ring with Floyd Mayweather, he has to start by beating Brandon Rios. If he doesn't, he might as well retire. He could still fight but he would never regain the status he enjoyed before the loss to Marquez. If Rios loses, he comes back, possibly bigger than ever, for having fought Pacquiao. He comes back even bigger if he wins.

well considering Manny is coming off back to back loses...he's kind of falling down in terms of boxing ranks..Rios is a decent fighter that has the perfect style for Manny to destroy and climb back in the ranks
Well in fairness they're both coming off losses, and I believe Pac offered both Bradley and Marquez rematches but they both turned him down to fight each other instead.
