I'd say Sulaiman. Arum, at least, makes fights happen. Sulaiman is doing absolutely nothing.
Arum makes money off promoting fights, and Suliman makes money off of everyone in the fight game that wants to be sanctioned. He is a leech that has prevented some good fights and caused some bad fights.
He takes money under the table to rank fighters and require certain matches.
Suliman is the worst of these two.
I say Arum too just for the fact that Sulaiman is President of the WBC only but there are 3 other major titles out there and so the fighters & promoters are partly to blame for the amount of power & control Sulaiman has.
But Arum is just a jerk who cares nothing for the boxing fans whatsoever

Both are scumbags. I'll say Sulaiman, he extorts fighters and is as corrupt as they come. Arum ain't no saint though....
