Simple, they are trying to make the fight (between Pac and Floyd) happen.

1)what did pac do to earn it?

-Pac more than anything earned it long time ago

2)do you think floyd will respect WBCs decision?

-By golly, that's the first word Floyd's mom should of taught him. Its never in Floyd's vocabulary bro.

3)since pac becomes the challenger, this means floyd gets the upperhand in terms of what?

-Tis is all about money from the very beginning. Floyd forced the issue, he should get more 55/45, 60/40 or 60/30 and the remaining 10 in favor of the winner. If Floyd asks lower say 80/20, it probably was just his way of expressing fear. No student of the sport shouldn't have smelled that. That's FEAR.

Pac being made as the mandatory challenger by WBC was a bold move by Sulaiman but meant nothing. This never guarantees a Mayweather -Pacquiao match. Floyd is that slick.If Floyd vacates his belt, LOL what do you call that? Its like Bowe vacating his title when he was opted to defend it vs Lewis. What was that again? you call that FEAR bro. 1. Nothing anyone else hasn't done. The fact is that Pacquiao is the most marketable fighter for Floyd at this point. Mayweather has nothing to prove to anyone. He whipped Alvarez and has looked great in each of his last few outings. By contrast, Pacquiao has the win over Rios and the Bradley rip-off. However, there is still Marquez 4 in the minds of many.

2. Mayweather could very well tell the WBC where to put their belt. However, I think he will comply. He doesn't appreciate being dictated to and he has nothing to prove to anyone. However, he is in the driver's seat and might well take the fight.

3. In terms of everything. Three years ago, Pacquiao could have argued 50-50. Both camps share the blame for this fight not happening. However, one thing most don't see is this. Mayweather Does Not Need Arum........or Any promoter. He has promoted himself quite well. Much as I hated all the wrangling, I can see Mayweather's point. . . Why should Pacquiao get 50-50, only for Arum to take a HUGE piece of the pie, when Mayweather doesn't need him.

Floyd might just as well decide he doesn't need all the CRAP that will surely accompany this fight.

The other reason Mayweather has the upper hand is simply their respective last three fights. Pacquiao beat Rios and he has the Bradley rip-off (a fight I'm sure even Bradley's mother knows he lost). Still, how do you discount the Marquez loss? Floyd has looked and performed progressively better in each of his three previous fights, against Cotto, Guerrero and Alvarez. The debate of his opposition is now a moot point.

4. Whenever Mayweather decides. Again, Floyd doesn't need this fight at all. Sure some will say that it hurts his legacy. However, that might not be the case at all. That belief was strong and valid three years ago. Now there are fewer who think that even matters. ...

You could even argue that Mayweather's not a true welterweight. I've said that for much of the early years at 147. What does that have to do with this question? You can look at how dominant his performances were against the three top 154lb. fighters he faced. . He fought evenly with De la Hoya for 8 rounds, then swept the last four. He beat the stronger Cotto in the trenches. He schooled the bigger Alvarez.

The point is, if you can pick 10 welterweights who would beat him, you probably haven't been paying attention. He's certainly a Top 10 all-time welterweight and maybe even Top five.

EDIT: 1. Manny pacquiao beat Brandon rios for the vacant WBO international title. He was moved to spot number one as Floyd mayweather mandatory challenger.

If Floyd mayweather decline then this fight will never happen.

1. Apparently defeating their number 6 ranked light welterweight did the trick.

2. Floyd doesn't care. The WBC is his favourite title and he has a good history with them. He currently holds the WBC belt in both the 147 and 154 pound divisions but one of their rules is one belt per weight class. They broke that rule for Floyd. Why? Because these organisations get some of the fighters purse and Floyd's is huge. He nets them lots of money so they won't strip him regardless of what he does.

3. Floyd has had the upper hand since Pacquaio's struggle against Marquez in their 3rd fight and especially his loss in the 4th fight. This barely means anything. Does some organisations ranking help make the fight. No. Floyd and Manny are just too big of stars to be listening to what sanctioning bodies tell them. They are above the Belts now.

If Floyd vacates the title then he's a p*ssy plain and simple, not a floyd fan or pac fan. I'm sure someone pulled a few favors to get Pac as the mandatory challenger.

1) Let's be honest... no one else on this list is really deserving of a fight with Floyd. The only other real consideration is #3 ranked (by the WBC) Amir Khan, who has the British fan base and is with Golden Boy. No one wants to see Mayweather vs #2 Abregu.

2) The question is will HBO and Top Rank bend over to the Champion and allow Pacquiao to fight on Showtime and realize Floyd gets the bigger cut as champ and greater draw.

1) Nothing, but he is the biggest pay day. Stil, they fight on separate networks and Bob Arum does not want that fight so it's ridiculous.

2) I doubt it, he really doesn't need a belt and it's pointless to say his mandatory challenger is someone he cannot fight.

3) If they were to negotiate, Mayweather would have the upper hand regardless. He is the bigger draw, he is still undefeated and he is the champ.
