It will also be the boring fight in my opinion. Rios is a c level fighter and Pacquiao has not looked impressive in a long time. He is still far better than Rios who is nowhere near as good a fighter as Alvarez.
Mayweather vs. Alvarez will be the more anticipated fight. More people want to see it and more people will watch it and that's all that matters.

Pacquaio vs. Rios is like watching two bulls going at it. No matter what you're doing you'll stop and see who kills who. Mayweather vs. Canelo is like watching two chess players, one being a very skilled, young player and the other one, already a grandmaster. Its already obvious who's gonna win but you still watch to get some lessons being shared.
It may be more action packed for the 3 rounds it takes Pacquiao to knock Rios out. Rios is a Jr Welterweight, who lost his last fight. He is smaller.
Floyd is fighting an undefeated prime champion who hasnt lost in over 40 fights. He is bigger and stronger.
Also, Floyd has shown vs Cotto that he can make an action packed fight also.
Probably Pac & Rios. Lesser skilled fights usually result in more action. Guys that know how to properly defend themselves usually make for less action because they know how to avoid getting hit flush throughout a fight.
