Mayweather is probably ten years ahead of Bradley so unless Bradley fights more regularly (with quality opposition) than Floyd it is unlikely he will end his career in higher regard unless he beats Floyd.
Obviously people will disagree with who I've chosen but you said on paper which means for example Peterson beat Khan, Floyd is trying to fight Khan so I am pretending that makes Khan high quality.
Also Floyd has a more impressive KO record, Bradley would have to win all his next fights by KO to match him.
If we include controversial decisions I don't think it changes things too much because Castillo arguably beat Floyd the first time and Ortiz was obviously controversial.

All that Manny has got now is his reputation, his past reputation which his fanatics believe would be enough for him to compete with Floyd Mayweather, Jr.and make for a big-money fight--the last being the main consideration as a matter of fact. But the truth is, currently, he does not have the credentials to be a worthy challenger to Floyd Mayweather Jr or any of the title-holders in the division for that matter. Manny is no longer a titleholder; he lost his WBO welterweight to Bradley and in his next fight, he was brutally kayoed by junior welterweight Juan Manuel Marquez. He won his comeback bout against a suddenly fight-shy Bam Bam Rios, a virtual blown-up lightweight debuting at welterweight who's not even rated in the division. It was such a big deal that WBC surprisingly rated him number one contender. What a sham! Back in WBC's golden days such would not have happened!
Why would Bradley beating that Pacquiao give him a better resume than Floyd Mayweather who has not only been regularly beating top and champion welterweights but junior middleweights as well?
Bradley struggled against Marquez in his last fight while Floyd virtually toyed with the Mexican in his first fight after a long layoff!

Timothy bradley should have 3 losses because Pacquiao, Provodnikov, and Kendall holt beat him. However, Floyd mayweather beat marquez, Hatton ( who beat Tszyu ), Dela hoya, Shane mosley, and Saul alveraz.
Floyd mayweather have the best resume at 140 and 147. While Timothy bradley have a few robberies.
