I'd rank them near each other, but Whitaker never had the entire media supporting him like Manny does.

By the 6th round Whitaker has his hands by his knees and he is making Manny miss wildly and taunts him. To be honest, Whitaker toys with Manny after the 6th. Manny isn't a very good pure boxer. Once Whitaker figures this out, he coasts to an easy win.

BQ-Whitaker is about 20 slots above Pacman as far as boxing skills go.

Whitaker, if Bradley can slip through most of Pacquiao's punches then this will be a defensive "workout" from sweet pea.

Pernell Sweet Pea Whittaker of 1990 vs Manny Pacquiao 2008, this fight would be a good fight. Whittaker is a southpaw with very good fluid movement. He will out box an opponent by landing an assortment of peppering combinations. Pac Man is equally quick with blistering combination punching. Sweet Pea will show Manny a variety of different angles and keep him at bay with a solid right jab. Manny will become frustrated and marked up. Pernell coasts to an easy unanimous decision..

Usually when Whitaker fights someone like Pacquiao he loses the decision despite the fact that he was never hit flush or at all. Just watch the fights with Oscar Delahoya and Julio Cesar Chavez for reference. The decision usually goes to the "seemingly" more aggressive looking fighters. Sweet Pea also lack KO power which did not really help. He may have lost to those guys by decision, but it could have easily gone either way depending on the judge. I feel He beat both those guys personally. One thing is for sure though Pacquiao would have definitely been frustrated by his style.
