As far as Olympic style testing goes Ive seen it first hand and it is intrusive, the follow you around all day, show up out of the blue and interrupt sparring sessions, tell fighters who have sweated urine out through their pores to go and urinate and act like they are hiding something if they cant produce right away. On more then one occasion Ive seen test results come back positive only to be disregarding because of errors in testing.
And because its boxing often time they allow students to do the testing as practice. Im sure Pacquiao and other fighters have done some sort of this testing as amateurs and want to avoid it. One thing I did not like about it was the disrespect these guys showed towards fighters, trainers, I found them to be smug and arrogant.
So not wanting to do that type of testing I completely understand, further more its insulting that Mayweather would ask in the first place, Pacquiao said he would do whatever tests the Nevada State Athletic commission asked of him but he would not let Mayweather dictate what he can and cant do.
On the last set of negotiations Pacquiao did agree to the Olympic style testing reported from Bob Arum, GBP and reliable news sources. The Maywearthern asked for 60/40 money split so the Pacquiao camp countered with 60/40 to the winner, mayweather still refused.
I see no evidence, proof or anything else that would lead to the conclusion that Pacquiao was on steroids, it was a sly business move by the Mayweathers then to come right out and avoid the fight. Which in my view was 50/50 i couldn't pick a winner.
From Floyds or more to the point Al Haymen points of view is that why fight Pacquiao and possibly lose for 30 or 40 million when you can fight 10 beatable guys and make 80? And now he has that Showtime deal which he would not have got had he lost to Manny Pacquiao. This sport has always been run by rich men who have never been in a fight and it always will be.
When people say Mayweaher was scared, That is highly unlikely you'll find fighters that are so scared of another fighter they wont fight them, its always a business man in their ear promising more riches.
This rumor was started by Mayweather's uncle as an excuse to avoid a fight.
Pacquiao agreed to all the terms that Mayweather insisted on, and Mayweather still refused to sign the contract.

the very fact that he wouldnt agree to olympic style testing that mayweather requested speaks volumes in my oppinion. look at how he has come from 112 upto light middle, and destroyed everyone on the way, also his head has gone alot wider along with his frame which shows the signs of growth hormone use to me as it can make ur bones grow and features change.
Because he refused tests when he was in his prime and his partner admitted to injecting him with PEDs. He was on them get over it.
